Construction of the coastal road connecting Lien Chieu Port commenced in September 2023 with a total investment of more than VND 1.2 trillion. The project begins at the access road to Lien Chieu Port and ends at a grade-separated interchange with the Nam Hai Van – Tuy Loan bypass, creating a vital transport corridor linking the seaport with the regional transportation network. However, behind this relatively modest-scale project lies a series of complex engineering challenges, particularly those related to geotechnical conditions.

During the site investigation phase, design consultants determined that the project area is primarily underlain by silty sand layers ranging from loose to medium-dense conditions in a saturated state. Predicted settlement of the roadway embankment was estimated to range from 14 cm to 24 cm and to occur unevenly, creating potential risks of localized instability if the selected structure could not adequately accommodate deformation.

In response to these conditions, and following a detailed review of TCVN 11823:2017 together with international standards such as AASHTO LRFD and BS 8006-1, the project team selected a Mechanically Stabilized Earth (MSE) retaining wall system reinforced with polymer strips for retaining walls exceeding 3.5 m in height. Thanks to its flexibility and adaptability during construction, the solution was considered the most suitable option for the unique geotechnical conditions of the coastal area.
